Staff

The Independent Insurance Agents and Brokers of Arizona packs more than 100 years of insurance experience into an incredibly efficient staff of eight.  Some have insurance careers spanning over forty years and in almost every aspect of the insurance industry. The staff also has more than a half century of experience serving Association Members. So there is a good chance they know you personally. This expert and dedicated staff is here to help you and your agency.
Terri S. Edwards, CIC, CISR
Executive Vice President

Terri Edwards moved into the Executive Vice President position in August 2018. She serves as the chief executive officer for the Association and its subsidiaries, managing staff and making policy decisions and procedures under the direction of IIABAZ’s voluntary leadership. Terri’s responsibilities include research and development of a variety of member services, advocacy, and monitoring legislative affairs for the industry.

Terri served in the capacity of Assistant Vice President, Membership Director, and Education Coordinator throughout her years of service to the members.

Before joining the Association in 1990, Terri gained experience in credit life and health insurance with Credit Guard Insurance in Houston, Texas, where she worked in a number of positions, including claims adjuster, account administrator, and customer service representative.

Terri obtained her Property and Casualty License in 1995, Life and Health License in 1996, CISR Designation in 1996, CIC Designation in 2000, and Surplus Lines License in 2021.

Joni R. Fairbrother, CIC, RPLU
Errors and Omissions Administrator

Joni Fairbrother is the IIABAZ's insurance coverage and technical expert.  With an over 44-year insurance career spanning customer service, producing, underwriting, and managing Errors and Omissions, she has a huge store of insurance knowledge, and what she doesn't know she can find out for you.

Joni obtained her Property Casualty License in 1976, CIC Designation in 1988, and her RPLU Designation in 1997.


In addition to administering the Association's E&O program, Joni is an instructor for the Errors and Omissions Claim Prevention Seminars, seven segments of the Certified Insurance Service Representative (CISR) courses, the Commercial Casualty Seminars, and the Introduction to Insurance Seminars. She has also taught for the Society of Certified Insurance Counselors.

Joni was a member of the Arizona Department of Transportation Insurance Advisory Committee and the Independent Insurance Agents and Brokers of America's Professional Liability Committee.

Clebe Best, AINS
Vice President of Membership Development & Engagement

Clebe joined the IIABAZ in March 2023 as Vice President of Membership Development & Engagement.  

He started his insurance career in 1978 in California as an insurance trainee. He was transferred to Phoenix in 1980 to head up the SMP Department with Continental Insurance. He has held various positions in underwriting and marketing, on both the company side and MGA side. Clebe started Troon Insurance in 1997 and sold to Crest Insurance in 2017.

Clebe served as IIABAZ President and as an Executive Committee Officer for years. Most recently, Clebe chairs the East Valley Committee and Grassroots/Legislative Committee.

Ray A. Garcia, CIC, CISR
Director of Education & Membership Services

Ray coordinates the Insurance Training and Education Center courses, Licensing, Errors and Omissions, ABEN courses, CRIS Program, CISR Program and CIC Program. Ray is also the editor of the News & Views - the Association's newsletter.  In addition, Ray is the Membership Services Director assisting  member needs and coordinating with our National Association - The Big I. If he doesn’t know the answer to your question, he will find out the information for you. 

Ray holds a Property and Casualty License, Life and Health License, CIC Designation and CISR Designation.

Prior to joining the Association, Ray served as the Personnel Director for the leading security company in the Phoenix Metro area. He was once the Training Manager for Sales and Customer Service Reps for Gateway Computers in the greater San Francisco Bay Area. During his collegiate career, he was a disc jockey in the Contemporary Hit Radio format in San Jose, California. Ray enjoys the outdoor life, indie music, independent films, plays in various softball leagues, and is a huge major league baseball fan.

Mona L. Enriquez, CISR
Errors and Omissions Administrative Assistant

Mona assists in the administration in the Errors and Omissions Department. She keeps track of renewal policies and sends out expiration notices, processes new and renewal applications, requests endorsements, and processes financing contracts.

One of her first jobs was working as a personal lines rater. 

She has three grown boys and loves family, music, gardening and hiking the Arizona trails!

Kathy joined the IIABAZ in early 2011 and handles all of the accounting work including membership dues invoicing, accounts receivables and payables, payroll, the budget, consolidated finance reports, credit card processing, audit/review prep, and more. If you have any questions regarding your dues payments or any financial transaction with us, Kathy will be able to help you.

Kathy’s background includes work for Non-profit Trade Associations and she is a transplant from New York.

Hunter Rackham
Education Assistant

Hunter Rackham joined the IIABAZ in September of 2016 and handles day to day operations in the Education Department, including data entry for education seminars, continuing education certificate processing, notebook production, and bulk mailings.

Hunter moved to Arizona in August of 2014 from Michigan and now calls Phoenix his home. He moved here to be closer to his family and further his education. He plays several instruments, and enjoys sharing his knowledge of the subject with others and currently volunteers at a local high school to instruct and support the band members there. He also enjoys playing video games on his spare time.
